Primarily a winter uniform, it is mandatory for officers of Lieutenant Commander (O-4) rank and above, and optional for Lieutenants (O-3) and junior officers. The centerpiece is the bolero-style Female Dinner Dress Blue Jacket, characterized by its narrow shawl collar and decorative front. It features three 22.5-ligne Navy eagle buttons on each side and is designed to be worn open. Underneath, a crisp white formal shirt is paired with a Female necktie (or necktab). The standard lower garments are blue formal slacks, complemented by classic black service shoes. Adding to the formality are gold cuff links and shirt studs, and a gold cummerbund. Miniature medals are worn to denote honors and achievements. For colder climates or outdoor events, white gloves and a blue overcoat can be prescribed.
While the blue formal slacks and black service shoes are standard, the navy formal uniform offers options for personalization and comfort. Female officers may choose to wear either a floor-length Blue Formal Skirt (except when aboard ship) or a Blue Unbelted Skirt, with the hemline permitted to range from 1.5 inches above to 1.5 inches below the crease behind the knee. For footwear, instead of service shoes, officers can opt for Formal Black Pumps or Plain Black Flats, both required to have closed heels and toes and be made of materials like suede, silk, or peau de soie.
