Article 3.4 of Royal Decree 967/2021, of November 8, which regulates the general use of the Guardia Civil uniform, provides that the Ministers of Defense and the Interior shall jointly establish the uniformity regulations for Guardia Civil personnel, the composition and description of the different types of uniforms and their modalities, as well as the classification and, where appropriate, description of the emblems, insignia, and distinctions to be displayed on the uniform.

For its part, Article 4.3 of the aforementioned Royal Decree provides that Guardia Civil personnel in active duty and in reserve status occupying a job position have the right to use the Corps uniform under the conditions determined in the regulations issued for its development.

Likewise, Article 9.2 of the aforementioned Royal Decree prescribes that, when using Armed Forces uniforms and it is necessary to highlight their belonging to the Guardia Civil Corps or the specific functions they perform, Guardia Civil personnel may wear those identifying garments of their uniformity or distinctive signs that are determined or expressly authorized.

In the same vein, Article 15.4 of the aforementioned regulation provides that the uniformity regulations for members of the Guardia Civil will include prohibitions or limitations on the use of clothing items in different types of uniforms, as well as on the use of emblems, insignia, distinctions, or decorations.

To comply with the development mandates previously stated, through the sole article of this order, the uniformity regulations of the Guardia Civil are approved.

Chapter I of the regulations is divided into three sections: the first includes the object and scope of application of the regulation; the second, the general rules for the use of uniformity, which includes the competent authorities to determine the different modalities of uniform to be used, the use of headgear, and the placement and use of decorations, and the third dictates rules for specific cases of uniform use, such as those referring to the command baton, saber, and short firearm, as well as traditional and historical uniforms.

Chapter II describes, in section 1, the types and modalities of uniform, developing their composition in Annex I, as well as the specific garments for pregnant Guardia Civil women, subsequently developed in Annex II, and section 2 includes the rules for the use of the different types and modalities, describing the events in which each of them will be used and the corresponding specificities.

Finally, Chapter III establishes three sections, dedicated to the classification and, where appropriate, description or placement of the emblems, insignia, and distinctions to be displayed on the uniform, respectively, complemented by Annex IV, which defines the different areas of the uniform in which distinctions are placed according to their classification.

Lastly, in addition to the annexes mentioned above, Annex V includes the description of the distinction of consideration as a Non-Commissioned Officer, its concession regulated in Royal Decree 1970/1983, of June 22, on the consideration of non-commissioned officers to the troop classes of the Guardia Civil.

In short, this order specifies the issues related to the composition, description, and use of the different types and modalities of uniform, and classifies and describes the emblems, insignia, and distinctions to be displayed, all with the aim that the uniform is worn with the utmost dignity, propriety, and correctness.

In compliance with the provisions of Article 54 of Organic Law 11/2007, of October 22, this order has been informed by the Council of the Guardia Civil.

For all the above, this regulation is adapted to the principles of good regulation, according to which Public Administrations must act in the exercise of legislative initiative and regulatory power, as provided in Article 129 of Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations. In relation to the principle of transparency, the representative professional associations have participated in its preparation, and the public information period has been addressed. The principles of efficiency and legal certainty have also been considered, without creating new administrative burdens and taking into account that this regulation is coherent with the legal order and the rest of the general provisions that inform the use of the uniform in the Corps, giving continuity to the current regulatory framework of the Guardia Civil; and of necessity and proportionality, it is considered essential to regulate the manner of carrying out the uniformity regulations in the Guardia Civil, this regulation being the most effective instrument to comply with it, containing all the necessary and appropriate precepts to regulate the uniformity regulations of the Guardia Civil.

By virtue thereof, at the proposal of the Minister of the Interior and the Minister of Defense, with the prior approval of the Minister of Finance and Public Function, I hereby order:

CHAPTER I
General Provisions
Section 1. Object and Scope of Application
Article 1. Object.

The purpose of this Ministerial Order is to establish the uniformity regulations for personnel of the Guardia Civil; the composition, description, and use of uniforms; as well as the classification and, where applicable, description of the emblems, insignia, and distinctions to be displayed on them, ensuring that the uniform is worn with the utmost dignity, propriety, and correctness.

Article 2. Personal Scope of Application.

This Order shall apply to:

a) Personnel of the Guardia Civil, in any of the administrative situations in which they find themselves.

b) Students of the Guardia Civil training centers who are studying for direct entry into the officer and enlisted ranks.

c) Personnel who, having belonged to the Guardia Civil, have ceased their professional service relationship with the Corps due to retirement.

d) Personnel of the Military Music Corps who are assigned to or serving in the Guardia Civil.

Section 2. General Rules for the Use of Uniformity in the Guardia Civil
Article 3. General Criteria for the Use of Uniformity in the Guardia Civil.
  1. Personnel included in the scope of application of these regulations shall wear the uniform with dignity, propriety, and correctness, carrying or displaying the garments, accessories, complements, emblems, insignia, distinctions, and awards that each occasion requires and for which they are authorized.

  2. When using the Guardia Civil uniform, it must be done with the garments and other elements that are regulated at any given time, in an adequate state of conservation and use, and in the combinations that are approved, in accordance with the provisions of these regulations and the provisions issued for their development.

  3. Only the elements mentioned in paragraph 1 of this article may be worn, including footwear, whose technical specifications have been approved by the regulations in force at any given time, and must be in good condition, of adequate size, correctly placed and, where appropriate, fastened or buttoned according to the usual uses of each.

  4. The full dress, dress, gala, special relevance, and service uniforms may be used, according to the protocol rules governing the clothing to be used in each case, to attend or participate in solemn institutional or social events, in accordance with the provisions of Article 4.3 of Royal Decree 967/2021, of November 8, which regulates the general use of the Guardia Civil uniform, and with the limitations established in the aforementioned regulation.

  5. Except in those exceptional cases in which express authorization is granted, clothing items may not be combined or exchanged between uniforms of different types or modalities. Variations or adaptations of uniforms by adding or removing garments or any other constituent element of uniformity that are not expressly approved in the corresponding regulations or by the competent authority are also not permitted.

  6. For the purposes of these regulations, non-required garments, complements, or accessories shall be understood as those whose use or possession is not ordered; and optional use, those that, although being of discretionary use for each case by personnel with the types and modalities of uniform that are determined, do not exempt from the obligation of their possession. For a specific act of service, the decision on the use of garments of this latter type may be adopted by the authority that organizes, convenes, or presides over it.

  7. When required by reason of the service to be performed, the head of the General Directorate of the Guardia Civil, based on the criteria of the permanent advisory body on uniformity, may agree to the use of personal equipment or complementary or special clothing, not included in the regulatory uniformity.

  8. Guardia Civil personnel who are assigned or commissioned abroad shall use the type and modality of uniform or, where appropriate, the special uniform that is equivalent to that used in each case by the personnel of the Armed Forces or the police force of the country of destination, as appropriate.

For attendance at acts or events abroad, the provisions of Article 4.2 shall apply, as far as they are concerned.

  1. Guardia Civil personnel integrated into international organizations or units of the Armed Forces, both inside and outside the national territory, shall adapt their uniformity, where appropriate, to the particular rules established in that area regarding the type and modality of uniform to be used in each case. Likewise, Armed Forces personnel who are integrated into Guardia Civil units shall adapt their uniformity to the provisions of these regulations, as applicable and in those issued for their development, regarding the type and modality of uniform to be used in each case.

  2. Guardia Civil personnel who are assigned or commissioned to external bodies shall use the uniform according to the rules or customs established in that area.

  3. In those cases in which female personnel may choose between wearing trousers or a skirt, the use of trousers shall imply wearing lace-up shoes and socks, while the use of a skirt shall imply wearing heels and stockings, attending to the particularities of each uniformity.

Article 4. Competencies in Determining the Uniform Modality to be Used.
  1. The head of the General Directorate of the Guardia Civil or the head of the body with the level of deputy director general to whom the latter delegates, shall set the particular criteria for the use of the uniform in its different types and modalities, including the period of time in which each of the uniform modalities should be used for seasonal reasons.

  2. The authority or person with command responsibility of the Guardia Civil who organizes an institutional act or other event shall include among the protocol rules the clothing to be used by those attending, specifying, where appropriate, the type and modality of uniform that corresponds, with the necessary specificities; all in accordance with the criteria established in these regulations and in the provisions issued for their development.

In those acts or events organized within the scope of the Armed Forces, the uniformity that has been foreseen for their attendance shall apply, adapted, where appropriate, to the type and modality that is equivalent in the Guardia Civil.

In those acts or events not organized within the scope of the Guardia Civil or the Armed Forces, and provided that the clothing has not been expressly determined, the criterion on whether or not to attend in uniform and, where appropriate, the type and modality to be used, shall correspond to the most senior military person among those attending.

  1. The heads of the units, centers, or bodies of the Guardia Civil, according to functionality criteria, shall determine the different types of uniforms that may be used in the activities of their competence that are developed within them.

  2. The authorities in command in operations or exercises shall determine the type of uniform to be used or, where appropriate, the dispensation thereof when for reasons of service to be performed it is advisable, in accordance with the general criteria established by the head of the General Directorate of the Guardia Civil.

  3. In those service occasions in which the uniformity to be used has not been determined, or when circumstances so advise, the most senior person of the force shall determine the one that should be used in accordance with the criteria established in these regulations.

  4. The head of the General Directorate of the Guardia Civil shall determine the general criteria for the provision of service without wearing a uniform, when the functions performed or the tasks specifically assigned so demand or advise; as well as the authorities and persons with command responsibility authorized to authorize it.

Article 5. Use of Headgear.
  1. With each type and modality of uniform, the corresponding headgear shall be used, as established in these regulations and in the provisions that develop them.

  2. The headgear must be worn perfectly fitted, with its lower part or sweatband placed in a substantially horizontal plane.

  3. As a general rule, one shall remain covered outdoors and uncovered indoors in buildings, vehicles, and open spaces inside barracks.

However, when due to the nature of the service to be provided or when other duly appreciated circumstances concur, the head of the unit, barracks, establishment, facilities or, where appropriate, the most senior person of the force, may agree to the use of headgear for the performance of the service or while the appreciated circumstances exist.

On the other hand, when certain activities are to be carried out exclusively inside Corps premises, the authority or person with command responsibility who organizes the act or is responsible for the activity may agree to the use of headgear.

  1. The head of the General Directorate of the Guardia Civil may authorize in the gala, special relevance, and service uniforms, the use of other headgear not included in these regulations that are part of the specific uniforms that are determined.

  2. The use of the garrison cap with the gala, special relevance, service, and duty uniforms, as well as in those specific ones that are determined, is authorized only in auxiliary activities and movements that are not related to the main activity and carried out inside barracks or facilities.

Article 6. Criteria for the Use of Decorations on the Uniform.
  1. Members of the Guardia Civil shall display on the regulatory uniforms, in the manner established in Chapter II, the decorations that have been granted to them, once published in the corresponding official gazette, with the limitations established in the regulations governing their use.

  2. The head of the General Directorate of the Guardia Civil shall issue the particular criteria for use on the uniform of national civil decorations and civil and military decorations that are awarded by foreign countries and international organizations to which Spain belongs, provided that the reasons for the award are linked to actions or conduct that redound to the prestige of the Corps and the interest of the Nation.

Regarding foreign decorations, if there is no regulated procedure for the recognition of their award, prior national assent by the Ministry of Foreign Affairs, European Union and Cooperation will be required for their authorization.

  1. Civil and military decorations that have been created by international organizations, whose award and use is recognized by the Spanish legal system, shall be governed by their specific regulations.

  2. With respect to collective decorations, the use on the uniform of those included in the General Regulations of Military Awards, approved by Royal Decree 1040/2003, of August 1, shall be authorized.

Likewise, the head of the General Directorate of the Guardia Civil may set criteria for use on the uniform, in accordance with the provisions of paragraph 2 of this article, of national civil collective decorations, and foreign civil and military collective decorations in whose regulatory regulations such use is foreseen, with the requirements and conditions established by the latter, or with the adaptations that are necessary.

  1. In no case shall the use on the uniform of recognitions or decorations that are granted by natural or legal persons subject to private law be authorized.
Article 7. Placement of Decorations and Ribbons.
  1. With regard to the ordering, use, and placement of representative decorations of awards, as well as their ribbons on the uniform, the provisions of Chapter II of the rules for the processing and ordinary granting of the Crosses of Military, Naval, and Aeronautical Merit, with white distinction, and honorary mentions, the delegation of powers in this matter, and the use of representative decorations of awards, approved by Order DEF/3594/2003, of December 10, or in the regulation that regulates it at any given time, shall apply.

  2. Notwithstanding the provisions of the previous paragraph, the head of the General Directorate of the Guardia Civil may establish a different precedence in the placement of national civil decorations and the corresponding ribbons, except for those decorations whose precedence is established in their specific regulatory regulations.

  3. When not in uniform, the decorations awarded shall be worn in the corresponding categories or grades, in accordance with the rules of protocol and etiquette that apply to civilian personnel.

Section 3. Rules for Specific Cases in the Use of Uniformity
Article 8. Use of Spanish Armed Forces Uniforms by Members of the Guardia Civil.
  1. The head of the General Directorate of the Guardia Civil shall determine the identifying garments and, where appropriate, accessories, complements, and special distinctions that Guardia Civil personnel shall use on those occasions when, while retaining their specific insignia and emblems, they use Armed Forces uniforms and it is necessary to highlight their belonging to the Guardia Civil Corps or the specific functions they perform; all in accordance with the provisions of Article 9 of Royal Decree 967/2021, of November 8.

  2. The uniformity regulations of the Armed Forces, and these regulations regarding the use of garments or other constituent elements of the uniformity of the Guardia Civil, shall be generally applicable to personnel who are in the cases referred to in the previous paragraph.

Article 9. Use of Guardia Civil Uniformity by Personnel of the Military Music Corps.

Personnel of the Military Music Corps who are assigned to or serving in the Guardia Civil may wear, in formations or institutional events in which they participate as a unit, the uniforms of general use of the Guardia Civil Corps, in accordance with the uniformity determined in each case.

Article 10. Uniforms of Guardia Civil Personnel Serving in the Household of His Majesty the King.

Certain garments or effects of the modalities of the full dress, dress, gala, special relevance, service, garrison interior, and duty uniforms of Guardia Civil personnel serving in the Household of His Majesty the King may be adapted in color or design to obtain specific uniforms. These adaptations shall respect these regulations and shall be regulated by the Head of the Military Quarter of the Household of His Majesty the King through the corresponding instructions.

Article 11. Use of the Command Baton.
  1. The command baton, as a traditional attribute of those who exercise it at the higher levels of the military Institution, may be used in national territory in events presided over by authorities and persons with command responsibility who hold the right to its use.

  2. The authorities and persons with command responsibility entitled to use the command baton in the Guardia Civil shall be the following:

a) Head of the General Directorate of the Guardia Civil.

b) General officers.

c) Zone and Command Heads.

d) Directors of Guardia Civil training centers.

Article 12. Use of the Saber.

The saber shall be used, as a general rule, by the ranks of the categories of general officers, officers, and non-commissioned officers of the Guardia Civil in the following cases:

a) Heads of units of section entity and higher, in formations and parades with weapons.

b) Flag officers, standard-bearers, and heads of the Flag escort, in formations and parades with weapons.

c) Students of the Guardia Civil training centers who are studying for incorporation into the Officer or Non-Commissioned Officer Ranks, in formations and parades in which it is determined by the authority organizing them.

d) In oath ceremonies before the Flag and in command handover ceremonies, in the manner determined.

e) In formations and parades, by all personnel of the unit who take part with traditional and historical uniforms determined by the head of the General Directorate of the Guardia Civil.

Article 13. Short Firearm.

The carrying of a short firearm with its holster in uniforms shall be regulated in the provisions issued by the head of the General Directorate of the Guardia Civil.

Article 14. Use of Traditional and Historical Uniforms.
  1. In those units where it is established, traditional uniforms may be used in those institutional events in which they participate, in accordance with what is determined by the head of the General Directorate of the Guardia Civil, including the corresponding weaponry or, where appropriate, legal replicas thereof.

  2. In those institutional events that are determined and that are organized or have the participation of the units and training centers where it is foreseen, replicas of uniforms corresponding to different historical periods of the Corps may be used, as well as carrying legal replicas of edged weapons and firearms, characteristic of each era.

  3. The head of the General Directorate of the Guardia Civil shall determine the composition and characteristics of the different traditional uniforms, as well as the historical ones by periods; and of the legal replicas of edged weapons and firearms.

  4. In order to guarantee that the reproductions of the uniforms and weaponry used in these events faithfully represent those corresponding to each historical period, as well as to establish the necessary uniformity in their use, the corresponding opinion of the Historical Studies Service of the Guardia Civil shall be mandatory. For the issuance of the opinions and reports that are required, it shall have the historical advice that is considered appropriate.

CHAPTER II
Types and Modalities of Uniform and Rules of Use in the Guardia Civil
Section 1. Types and Modalities
Article 15. Types and Modalities of Uniform of General Use.
  1. The following types of uniforms exist:

a) Full dress.

b) Dress.

c) Gala.

d) Acts of special relevance.

e) Service.

f) Duty.

g) Garrison interior.

h) Specific.

  1. The modality of a uniform is the adaptation of its composition to climatological factors or other circumstances that justify its definition. The following modalities exist:

a) Modality «A» is that formed by garments suitable for cold weather.

b) Modality «B» is that formed by garments suitable for temperate weather.

c) Modality «C» is that formed by garments suitable for warm weather.

The denomination of these modalities may be completed with the reference to a garment, which will accurately determine the uniform referred to.

  1. The composition and description of the different types and modalities of uniform of general use in the Guardia Civil are developed in Annex I, without those garments of optional use for female personnel by virtue of the provisions of paragraph 11 of Article 3 and that are listed in the following section having such consideration.
Article 16. Uniforms for Guardia Civil Women in a State of Pregnancy.
  1. Guardia Civil women in a state of pregnancy shall use the uniformity corresponding to the period of pregnancy when their condition prevents them from using garments of general use.

  2. The specific garments for pregnant women, according to the type of uniformity, are developed in Annex II.

  3. The skirt shall be optional for use.

Article 17. Specific Types and Modalities.

The composition of garments that make them up shall be regulated by the head of the General Directorate of the Guardia Civil in the provisions for the development of these regulations.

Section 2. Rules for the Use of Uniforms of a General Nature
Article 18. Full Dress Uniform.
  1. This uniform shall be used in official events in which it is so determined and in those ceremonies in which civilian personnel are required to dress in full dress. This uniform corresponds to national dress, tailcoat, and morning coat.

  2. This uniform shall only be required in those units, centers, and bodies that are specifically determined. The skirt shall be optional for use by female personnel.

  3. Gloves shall only be used when headgear is used.

  4. The black cape and the black patent leather bag shall be non-required garments.

Article 19. Dress Uniform.
  1. The dress uniform shall be used in official events in which it is so indicated, and in social events in which civilian personnel are required to dress in dress clothes. This uniform corresponds to the tuxedo.

  2. This uniform shall only be required in those units, centers, and bodies that are specifically determined. In formations with weapons, female personnel shall wear trousers. In other service events, the skirt shall be optional for use.

  3. Gloves shall only be used when headgear is used.

  4. The black cape and the black patent leather bag shall be non-required garments.

Article 20. Gala Uniform.
  1. This uniform may be used in social events in which it is required to attend in full dress or dress uniform, in substitution of these and only in those units, centers, and bodies in which said uniforms are not required. It shall also be used in the following official events:

– Events attended by H.M. the King, if no other uniformity is ordered.

– Receptions or farewells in national territory of H.M. the King, Heads of State, and heirs to the throne.

– Burials and funerals of Heads of State.

– Flag Oath Ceremonies.

– Delivery of the National Flag to a unit or center.

– Deliveries of Royal Commissions to students of training centers.

– Meeting of the Chapter of the Order of San Hermenegildo.

– Celebrations of the Festivity of Our Lady of Pilar “Patron Saint of the Corps” and Patron Saints of the Armed Forces.

– Celebrations of the Foundation of the Guardia Civil or other anniversaries.

– National Day, Armed Forces Day, and Military Easter.

– The contracting parties, godparents, and witnesses in marriage ceremonies, when military uniform is used and the full dress or dress uniform is not used. Attendees at these ceremonies shall use the type of uniform lower than that of the contracting parties, godparents, and witnesses.

  1. In formations with weapons, female personnel shall wear trousers. In other service events, the skirt shall be optional for use.

  2. The raincoat and the black patent leather bag shall be non-required garments, and the anorak and tie clip shall be optional use garments.

Article 21. Uniform for Acts of Special Relevance.
  1. The uniform for acts of special relevance shall be worn in social events in which civilian personnel are required to wear dark suits and in the following events:

– Audiences before H.M. the King.

– Events on the occasion of welcome or farewell to other Heads of State.

– National Day of another country.

– Presentations and farewells of the unit, in accordance with the regulations governing them.

– Presentations for promotion to a higher rank.

– Imposition of decorations and delivery of sashes (only personnel affected).

– Flag raisings and lowerings as determined.

– Openings and closings of academic courses.

– Celebration of festivities of other Security Forces and Corps.

– Other acts of special relevance as determined.

  1. In formations with weapons, female personnel shall wear trousers. In other service events, the skirt shall be optional for use.

  2. The raincoat and the black patent leather bag shall be non-required garments, and the anorak and tie clip shall be optional use garments.

Article 22. Service Uniform.
  1. This uniform is the most representative of the Guardia Civil Corps. The service uniform shall be used in those military events in which a different uniform is not expressly indicated, in civilian social events in which formal attire is appropriate, or in those to which one attends in institutional representation of the Corps.

In addition, the service uniform shall be used in those services or commissions determined by the head of the General Directorate of the Guardia Civil.

  1. In formations with weapons, female personnel shall wear trousers. In other service events, the skirt shall be optional for use.

  2. Modality «C» of the service uniform may be substituted by modalities «A» or «B», in those social or protocolary events outside the Guardia Civil that require formal attire or are so determined.

  3. The raincoat and the black bag shall be non-required garments, and the anorak and tie clip shall be optional use garments.

Article 23. Duty Uniform.
  1. The duty uniform is that which is used for the daily service of the Corps, both in operational service and in administrative, bureaucratic, and teaching service in units, centers, and bodies, provided that a different one is not ordered or service is provided in specialties with specific uniformity.

  2. The tubular scarf, black winter gloves, and whistle with green cord shall be optional use accessories. The rest of the accessories shall be used according to the service or task to be developed, in accordance with what is determined by the person responsible for it.

  3. The insignia and the personal identification number shall be visible on the outermost garment.

  4. The individual use of its different modalities shall be optional, provided that a different modality is not ordered, or service is provided jointly in which the same modality shall be maintained during the service.

Article 24. Garrison Interior Uniform.
  1. Without prejudice to the provisions of the previous article, the garrison interior uniform may be used in those Corps functions of an administrative, bureaucratic, or teaching nature, provided that a different one is not ordered or service is provided in specialties with specific uniformity.

  2. The skirt shall be optional for use by female personnel.

  3. The insignia of the garrison interior uniforms shall be visible on the outermost garment.

Article 25. Specific Uniforms.
  1. Specific uniforms are considered to be those that, not being included in the previous articles, are required to be used in certain operational and functional activities, according to the different specialties of the Guardia Civil.

Also included are traditional uniforms for use in formations, historical uniforms in accordance with what is determined by the head of the General Directorate of the Guardia Civil, as well as the corresponding equipment intended for sports practice and the development of instruction and training activities, in substitution of other uniforms, when circumstances so advise.

  1. The head of the General Directorate of the Guardia Civil shall define the composition and use of specific uniforms, as well as the display of the emblems, insignia, and distinctions that correspond.

Among the above will be included the specific uniform for service in campaign or operations that will be required in those units, centers, and bodies that are specifically determined. Likewise, it shall be used in maneuvers, tactical exercises, and other situations in which one participates jointly with personnel of the Ministry of Defense, unless the use of another uniform of general or specific use is arranged.

  1. Decorations may not be worn on specific uniforms, with the exception of traditional and historical uniforms, in accordance with what is determined by the head of the General Directorate of the Guardia Civil and in those cases contemplated in paragraphs 8 and 9 of Article 3 of these regulations that so require.
CHAPTER III
Emblems, Insignia and Distinctions
Section 1. Emblems
Article 26. Emblems of the Guardia Civil.
  1. Emblems are symbols that represent the identity of the Guardia Civil Corps and its members.

  2. The main emblem of the Guardia Civil is formed by a bundle of golden fasces in bend, with a securis blade on the dexter flank; passing in saltire a naked golden sword, point down, topped with a royal crown in its enamels. An image is included in Annex III.

  3. The traditional emblem of the Guardia Civil consists of the golden initials G and C, intertwined, topped with a royal crown in its enamels. An image is included in Annex III.

  4. The legitimate display of these emblems corresponds exclusively to members of the Guardia Civil and to the objects that make up the uniformity of the Corps; without prejudice to the specific authorizations of use that are granted on the brand and the industrial designs that are property of the General Directorate of the Guardia Civil, under the conditions and by the procedure that is established.

  5. The characteristics and elements of the emblems may be simplified and adapted to the garments on which they should be used in accordance with the different types and modalities of uniforms; as well as for their use in distinctions, accessories, and complements of uniformity.

Article 27. Special Emblems.
  1. The use in the Guardia Civil of the special emblems of graduate of the General Staff is recognized, in accordance with the rules on composition and placement that govern for the Army.

  2. The head of the General Directorate of the Guardia Civil may design other special emblems, within their scope of competence.

Article 28. Placement of Emblems.
  1. The main emblem of the Guardia Civil shall be used on the following garments:

a) On the lapels or both sides of the collar of the tunic, frock coat, raincoat, and short-sleeved shirt used in the different types and modalities of uniform of general use.

b) On the garments of the duty uniform.

c) On the different headgear of general use, except for hats.

d) On the tie clip, on the buttons of the tunic, the frock coat, and the gala hat, as well as on the buckles of belts and sashes of general use.

e) On those other garments, distinctions, accessories, and complements in which it is so determined, in accordance with the design approved by the head of the General Directorate of the Guardia Civil, within their scope of competence.

  1. The traditional emblem of the Guardia Civil shall be displayed on those garments, distinctions, accessories, and complements that are designed with the approval of the head of the General Directorate of the Guardia Civil, within the scope of their competence.
Section 2. Insignia
Article 29. Insignia and their Classification.
  1. Insignia is the external sign that allows distinguishing the different categories and ranks of Guardia Civil personnel.

  2. For the purposes of establishing a differentiation between the different types of insignia, they are classified into:

a) Employment insignia: These are symbols that by themselves reflect the rank of Corps personnel, and that are mainly constituted by various types of stars and stripes, apart from other characteristic insignia of students of Guardia Civil training centers. Their design and placement shall be regulated in these regulations in attention to the use and tradition in military uniforms and according to the different modalities. The color and material of the insignia may be simplified and adapted to the garments on which they should be used.

b) Category insignia: These are symbols or garments that represent the category of Corps personnel and that complement the employment insignia. They consist of various attributes such as piping, palms, and branches for patches and visors of headgear; sashes, belts, and sabers; braiding, serge, stripes, and soutaches in uniform cuffs, sides and front of garrison caps and their tassels.

Article 30. Employment Insignia of General Officers.

The employment insignia corresponding to the category of general officers in the Guardia Civil Corps are the following:

a) Lieutenant General: A saber in bend over a command baton, passing in saltire with the hilts at the bottom, accompanied at the top by the royal crown, and with a four-pointed star in each of the lateral angles of the saltire and at the bottom.

b) Division General: A saber in bend over a command baton, passing in saltire with the hilts at the bottom, accompanied at the top by the royal crown, and with a four-pointed star in each of the lateral angles of the saltire.

c) Brigade General: A saber in bend over a command baton, passing in saltire with the hilts at the bottom, accompanied at the top by the royal crown, and with a four-pointed star at the crossing point of the saltire.

Article 31. Employment Insignia of Officers.

The employment insignia corresponding to the category of officers in the Guardia Civil Corps is the eight or six-pointed star, the diameter of the first being larger than that of the second:

a) Eight-pointed star:

– Colonel: Three stars in line.

– Lieutenant Colonel: Two stars in line.

– Commander: One star.

b) Six-pointed star:

– Captain: Three stars in a triangle in uniforms of general use, except in the frock coat of the full dress and dress uniforms, which shall be placed in line, and in the specific ones that shall be governed by the provisions of Article 24.2.

– Lieutenant: Two stars in parallel.

Article 32. Employment Insignia of Non-Commissioned Officers.

The employment insignia corresponding to the category of non-commissioned officers in the Guardia Civil Corps are the following:

a) Sergeant Major: Two gold stripes of 8 millimeters in width, parallel to each other, with red piping of 1 millimeter, at an angle of 120 degrees, accompanied by a five-pointed star, also with piping, at the bottom.

b) First Sergeant: One gold stripe of 8 millimeters in width, with red piping of 1 millimeter, at an angle of 120 degrees, accompanied by a five-pointed star, also with piping, at the bottom.

c) Staff Sergeant: Two gold stripes of 10 millimeters in width, with red piping of 1 millimeter, forming a chevron.

d) First Corporal: Three gold stripes of 10 millimeters in width, with red piping of 1 millimeter, parallel and joined in the center. On its centered upper edge, and with the vertex upwards, a stripe equal to the previous one comes out in the shape of a right angle.

e) Sergeant: Three gold stripes of 10 millimeters in width, with red piping of 1 millimeter, parallel and joined to the center one.

Article 33. Employment Insignia of Corporals and Guardia Civil.

The employment insignia corresponding to the category of corporals and Guardia Civil in the Corps are the following:

a) Corporal Major: One gold stripe of 10 millimeters in width, with red piping of 1 millimeter from its upper edge, centered and with the vertex upwards from which a stripe equal to the previous one comes out in the shape of a right angle.

b) First Corporal: One gold stripe of 10 millimeters in width, with red piping of 1 millimeter.

c) Corporal: Three red stripes of 10 millimeters in width, with black piping of 1 millimeter, parallel and joined to the center one.

Article 34. Insignia of Students of Training Centers.
  1. The characteristic insignia of students of Guardia Civil training centers are the following:

a) Officers Academy: A six-pointed star, corresponding to the insignia of the rank of second lieutenant, which as provided in Article 47.5 of Law 29/2014, of November 28, shall be of an eventual nature.

b) Non-Commissioned Officers Academy: Three gold stripes of 10 millimeters in width, with red piping of 1 millimeter, parallel and joined to the center one, corresponding to the insignia of the rank of sergeant, which as provided in Article 47.5 of Law 29/2014, of November 28, shall be of an eventual nature.

c) Guardia and Young Guardia College: a golden right angle with the vertex downwards.

  1. Students of training for access to the officer rank of the Guardia Civil who are studying at the General Military Academy, shall be governed in terms of the use of insignia on the uniform by the provisions of the uniformity regulations of the Armed Forces.
Article 35. Placement of Insignia.
  1. The insignia to be worn on the different types of uniform shall be placed in the places listed below:

a) On the cuffs of the frock coat in the full dress and dress uniforms, the insignia of general officers, colonels, lieutenant colonels, commanders, sergeant major, first sergeant, and staff sergeant shall be placed.

b) On the sleeves of the frock coat in the full dress and dress uniforms, the insignia of the rest of the officers, non-commissioned officers, corporals, and Guardia Civil shall be placed.

c) On the shoulder boards of the gala, special relevance, service, and garrison interior uniforms, as well as in the place determined in their respective outerwear garments and in the duty uniform.

d) On the raincoat in the duty uniform, the identification tape with the corresponding insignia shall be placed on the upper left side.

  1. In the rest of the uniforms, the insignia shall be located in the place determined in the provisions that define them.
Article 36. Category Insignia.

The category insignia to be worn on the different garments of uniformity shall be the following:

  1. General officers.

a) Headgear: On the front of the service cap, golden palms formed by a wreath of two laurel stalks of six leaves and three fruits each, these alternating with the outer leaves. The stalks, crossed and joined by a tie in their lower part, and in the upper part open, with a separation between the tips of their extreme leaves of 30 millimeters, with a size of 80 millimeters wide by 50 high. On the visor, a serge at 10 millimeters from the edge and with a width of 7 millimeters, at 2 millimeters from this an embroidery of eight laurel leaves mirroring each other. These leaves of 26 millimeters wide, the whole set simulating hand embroidery in shiny golden polyvinyl.

b) Other garments: On the cuffs of the full dress and dress uniforms and in each of the falls of the red sash, in a number equal to that of the stars of their employment insignia, a serge of 10 millimeters wide and 5 millimeters high and at 4 millimeters from this, embroidery of 20 millimeters wide of laurel leaves, symmetrical with respect to the axis of the visor, of golden color.

  1. Officers and students with officer-equivalent category.

a) Headgear: On the front of the service cap, golden palms formed by a wreath of two oak stalks with four leaves and three fruits each, these alternating with the outer leaves. The stalks, in their lower part, crossed and joined by a tie, and in their upper part, open. On the visor, at 5 millimeters from the edge respectively, it shall have two pipings of 5 millimeters wide, in shiny golden polyvinyl and separated 3 millimeters from each other.

b) Other garments: On the cuffs of the full dress and dress uniforms, a golden worked stripe, being that of colonel, lieutenant colonel, and commander of 9 millimeters in width, and that of the rest of the officers, of 6 millimeters in width.

  1. Non-commissioned officers and students of the Non-Commissioned Officers Academy.

a) Headgear: On the front of the service cap, golden palms, formed by a wreath of two holm oak stalks with two leaves and two fruits on the outer part of them. The stalks, in their lower part, crossed and joined by a tie, and in their upper part, open. On the visor, at 5 millimeters from the edge respectively, it shall have a piping of 4 millimeters wide, in shiny golden polyvinyl.

b) Other garments: On the cuffs of the full dress and dress uniforms, two golden soutaches of 3 millimeters in width, interspersed 3 millimeters for the sergeant major and first sergeant, and a golden soutache of 3 millimeters in width for the rest of the non-commissioned officers.

  1. Corporals and Guardia Civil.

Headgear: On the front of the service cap, golden oval enveloping the main emblem of the Corps. On the visor, at 5 millimeters from the edge respectively, it shall have a piping of 3 millimeters wide, in shiny golden polyvinyl.

Section 3. Distinctions
Article 37. Distinctions and their Classification.
  1. The distinction constitutes a symbol that, incorporated into the uniformity, represents and highlights the external recognition of the capacities, assignment, or professional vicissitudes of the Guardia Civil personnel who displays it.

  2. Depending on the specific aspects that are intended to point out of those who wear it, for the purposes of these regulations, the distinctions are classified into the following categories:

a) Nationality distinction.

b) Function distinctions.

c) Title or diploma distinctions.

d) Merit distinctions.

e) Permanence distinctions.

f) Other distinctions.

  1. The head of the General Directorate of the Guardia Civil shall determine the procedure for the creation of new distinctions or the modification of existing ones in the Corps.
Article 38. General Criteria in the Use of Distinctions.
  1. The use of distinctions on the Guardia Civil uniform shall be governed by the provisions of these regulations and in the provisions issued for their development. Their placement on the uniform, as a general rule, shall follow what is established in Annex IV.

Likewise, the general use for Guardia Civil personnel of the regulatory distinctions that are recognized in the scope of the Armed Forces is authorized, under the conditions established in their specific regulations.

  1. The use of the nationality distinction shall be mandatory for all Guardia Civil personnel in those uniforms that are determined.

The use of function distinctions shall be mandatory for Guardia Civil personnel assigned to the units that have them assigned.

The distinctions included in the remaining categories shall be non-required for personnel who have authorization for their use on the Corps uniform.

  1. When the same vicissitude generates the right to use two or more distinctions, only one of them may be used, at the choice of the interested personnel, taking into account the maximum number of distinctions that may be worn simultaneously, which shall be established by the head of the General Directorate of the Guardia Civil.

  2. To place the distinctions on the uniforms, the tunic of the service uniform with two upper pockets shall be taken as a reference, contemplating the placement areas included in Annex IV.

Article 39. Nationality Distinction.
  1. Indicates the belonging of the wearer to the Spanish Guardia Civil, thus facilitating their identification.

  2. The distinction shall be displayed on the duty uniform, as well as on the specific uniforms in which it is so determined.

Article 40. Function Distinctions.
  1. They shall be worn on the uniform during the time in which the personnel remain occupying a certain assignment, and serve to identify the job position performed by the Corps personnel who wear it and who have the right to use it.

The head of the General Directorate of the Guardia Civil shall determine the units that will have a function distinction, the design thereof, as well as the specific criteria that shall regulate its use on the uniform.

  1. Function distinctions are classified into the following categories:

a) Assignment distinction: Indicates the unit, specialty, or function performed by the wearer.

b) Aide-de-camp distinction: In the form of cords, it is given in two modalities, service and gala, according to the characteristics and regulation established for the Army with the adaptations that are necessary.

c) Teaching staff distinction: It shall be worn on the gala, special relevance, service, garrison interior, and duty uniforms, centered in the upper left part of the tunic or shirt, slightly below the shoulder board.

d) Attaché distinction: In the form of cords, it is given in two modalities, service and gala, according to the characteristics and regulation established for the Army with the adaptations that are necessary.

e) Training grade distinctions: In the form of cords, it is given in two modalities, service and gala, according to the characteristics and regulation established for the Army with the adaptations that are necessary.

Article 41. Title or Diploma Distinctions.
  1. These are those that are granted for passing courses convened by the Teaching Headquarters of the Guardia Civil and that are published in the official gazette of said Corps.

They may only be worn on the tunic of the gala, special relevance, and service uniforms, and must be aligned slightly above the upper right pocket.

  1. The head of the General Directorate of the Guardia Civil shall determine the courses whose successful completion shall generate in the declared fit the right to wear the title or diploma distinction, as well as the denomination and design that corresponds to each of these distinctions.

  2. The use of the blue sash by General Staff graduates belonging to the Guardia Civil shall be carried out in the manner established for military personnel of the Army with the adaptations that are necessary.

Article 42. Merit Distinctions.
  1. These are those that symbolize being in possession of distinguished professional aptitudes, the consideration of a higher category, or participation in relevant service deployments.

  2. The distinction of consideration as a non-commissioned officer, described in Annex V, shall be granted in accordance with the conditions established in Royal Decree 1970/1983, of June 22, on the consideration of non-commissioned officers to the troop classes of the Guardia Civil. It shall be worn on the upper part of the left sleeve of the tunic or similar garment in the gala, acts of special relevance, and service uniforms, 90 millimeters below the shoulder seam.

It shall also be worn in those other types of uniform in which it is so determined by the head of the General Directorate of the Guardia Civil, adapted to the characteristics of the material of the uniform garments.

  1. The head of the General Directorate of the Guardia Civil shall set the other distinctions included in this category, their design, as well as the garments and the place in which they shall be worn on the uniform.

Merit distinctions created by regulations of equal rank, and whose use on the Guardia Civil uniform is authorized, shall be worn in the garments and shall be placed in the manner determined in their specific regulation of creation.

Article 43. Permanence Distinctions.
  1. These are those that are granted in attention to the time elapsed of assignment, temporary assignment, or service commission in certain units or specialties of the Guardia Civil, for a period of not less than three years. They may be worn on the gala, special relevance, and service uniforms, in their «A» and «B» modalities.

  2. The head of the General Directorate of the Guardia Civil or the head of the body with the level of deputy director general to whom they delegate, may authorize the use of these distinctions on the uniform, when the applicant has completed, either continuously or in alternate periods, the minimum time necessary to acquire the right to their use.

Only one permanence distinction may be displayed on the uniform. As an exception, the permanence distinctions in the Service of the Household of H.M. the King and of teaching staff of the training centers of the Armed Forces or, where appropriate, of the Guardia Civil, may also be used, in the place specified for both in Annex IV.

  1. The use of the permanence distinction of teaching staff of the Guardia Civil training centers, both in its requirement and conditions for its concession and in its use on the uniform, shall be subject to regulation by the head of the General Directorate of the Guardia Civil.
Article 44. Other Distinctions.
  1. Guardia Civil personnel may make use of other distinctions of bodies of the General State Administration created by provisions of at least the rank of ministerial order and whose concession is included in an official gazette, or of any other Administration or organization, national or foreign, as well as those regulated for Armed Forces personnel in their specific regulations.

The head of the General Directorate shall define the criteria by virtue of which Guardia Civil personnel may use the distinctions that have been granted to them, without requiring prior authorization. For the rest of the distinctions, prior authorization from the head of the General Directorate shall be necessary, and the same may be subject to compliance with certain specific conditions on their use.

Only the use of distinctions that recognize capacities, assignments, or professional vicissitudes related to the missions that the Guardia Civil has entrusted to it shall be authorized.

  1. Students of the University Center of the Guardia Civil are authorized, temporarily and exclusively during the development of the graduation ceremony, to wear on the regulatory uniform the graduation sash of the university of affiliation corresponding to the degree title in question.

  2. Guardia Civil personnel who are in possession of said title are authorized to wear on the uniform the plate or medal representative of the degree of doctor, on the occasion of the celebration of academic or faculty events. Such distinction may be worn with the dress, full dress, gala, special relevance, and service uniforms.

  3. The provisions that regulate the internal regime of the Guardia Civil training centers shall establish the rules of use of the distinctions whose purpose is to distinguish their students on the occasion of their academic performance.

Additional Provision One. Personal Identification Plate.

Guardia Civil personnel shall use the Personal Identification Plate regulated in rule 18 of Order DEF/1756/2016, of October 28, which approves the uniformity regulations of the Armed Forces when they are integrated into military structures of the Armed Forces in the framework of international missions, as well as when they carry out military missions in operations, maneuvers, or training exercises in national territory, provided that it is so established and under the conditions determined for the Armed Forces personnel themselves.

Additional Provision Two. Registration with the Spanish Patent and Trademark Office.
  1. The registration with the Spanish Patent and Trademark Office of the industrial design of the garments that are clearly identifying of the uniforms of general use in the Guardia Civil, in their different types and modalities, which are described in the regulations approved by this order, shall be proceeded with, in accordance with the provisions of Article 2 of Law 20/2003, of July 7, on the Legal Protection of Industrial Design.

The holder of the industrial design shall be the General Directorate of the Guardia Civil, and the registration must be kept in force and renewed until its maximum period of protection duration is exhausted.

  1. The registration with the Spanish Patent and Trademark Office of the emblems of the Guardia Civil that are defined in Article 26 of the regulations approved by this order shall be proceeded with, in accordance with the provisions of Article 4 of Law 17/2001, of December 7, on Trademarks.

The trademark holder shall be the General Directorate of the Guardia Civil, and the registration must be kept permanently updated.

Additional Provision Three. Military Rank of First Class Guardia Civil.

Those who, upon the entry into force of this order, hold the military rank of first-class Guardia Civil shall retain said distinction; its insignia consisting of a red stripe of 10 millimeters in width, with black piping of 1 millimeter from its upper edge, centered and with the vertex upwards from which a stripe equal to the previous one comes out in the shape of a right angle.

Additional Provision Four. Students of Training Centers for Access to the Officer Scale through the Direct Access Modality.

Students of training centers for access to the officer rank through the direct access modality, who are studying at the General Military Academy of the Army, shall be governed by the provisions of the specific regulations for members of the officer ranks of the general corps of the Armed Forces.

Transitional Provision One. Regulatory Continuity.

Until the provisions regulating all aspects relating to the garments, emblems, insignia, and distinctions described in the regulations approved by this order are issued, those by which they are currently governed shall remain in force.

Transitional Provision Two. Validity of Granted Authorizations for the Use of Decorations.

Those authorizations for use on the uniform of decorations that have been granted to members of the Guardia Civil prior to the entry into force of this order shall remain valid.

Transitional Provision Three. Implementation of New Garments and Other Uniformity Elements.

The expenses derived from the implementation of the measures foreseen in this order shall be financed by the General Directorate of the Guardia Civil, with the resources that are assigned to it, when the budgetary scenario allows it.

Derogatory Provision Sole. Regulatory Repeal.
  1. The following provisions are repealed:

– Order DEF/2667/2008, of September 11, which determines the insignia corresponding to the ranks of Lieutenant General, Division General, Brigade General, and Corporal Major of the Guardia Civil, and to the rank of First Class Guardia Civil.

– Order of the Ministry of the Army dated June 26, 1971, on the Distinction of Permanence in Units of the Traffic Grouping of the Guardia Civil.

– Order of the Ministry of the Army of May 4, 1976, by which the Helicopter Service distinction is created.

  1. Likewise, any provisions of equal or lower rank that oppose the provisions of this ministerial order are repealed.
Final Provision One. Powers of Application and Development.
  1. It is the responsibility of the head of the General Directorate of the Guardia Civil to issue the appropriate instructions for the drafting of the technical specifications of the uniformity garments; as well as for the definition of the physical characteristics and dimensions of all the garments, emblems, insignia, and distinctions that are described in this order.

  2. Likewise, the head of the General Directorate of the Guardia Civil is authorized to modify the content of the annexes of this order and issue as many provisions as necessary for the application of this order, and in particular:

a) Regulate the composition of those uniforms that, being specific to the different specialties or special units of the Guardia Civil, are not included in this order.

b) Regulate other combinations of clothing garments and the use of accessories and complements in the uniformity of the Guardia Civil.

c) Establish the particular criteria for the use of the uniform in its different types and modalities, including seasonal use.

d) Define the different distinctions of the Guardia Civil, in accordance with the classification established in this order, as well as set the specific criteria for their use on the uniform.

e) Establish the particular criteria of use on the Guardia Civil uniform of national civil decorations and foreign civil and military decorations in accordance with the provisions of paragraphs 2 and 4 of Article 6.

Final Provision Two. Entry into Force.

This order shall enter into force twenty days after its publication in the «Official State Gazette».

This uniformity shall be considered as full dress and dress uniform for personnel in a state of pregnancy. In these cases, the decorations shall be those corresponding to the full dress or dress uniformity.

Placement of Distinctions on the Uniform, by Categories

In order to determine the location of the different categories of distinctions on the uniforms, the tunic of a service uniform shall be taken as a reference, considering the following placement areas:

a) Zone A: Imaginary rectangle located on the left side of the chest, based on the upper edge of the pocket flap. Decorations shall be placed in this zone, and above these, the permanence distinctions of training and advanced training and of high national defense studies, being able to wear only one, or two in the case of holding that of the Household of H.M. the King. The placement zone of the teaching staff function distinction shall also be here.

b) Zone B: Imaginary rectangle located on the left side of the chest, identical to that of zone «A» and opposite from the lower edge of the flap. It shall be the placement zone for plates.

c) Zone C: Imaginary rectangle located on the right side of the chest, symmetrical to that of zone «A», which shall constitute the placement zone for title and diploma distinctions, as well as those of function that are determined.

d) Zone D: Imaginary rectangle located on the right side of the chest, symmetrical to that of zone «B». It shall be the placement zone for the rest of the permanence distinctions not included in zone «A», merit distinctions, and other distinctions that are determined. Only one of them may be used, at the choice of the interested party.

e) Zone E: Imaginary rectangle located in the upper part of the left sleeve. It shall be the placement zone for the nationality distinction. Only in duty and specific uniforms.

f) Zone F: Imaginary rectangle located in the second third of the left sleeve. It shall be the placement zone for the wounded in combat distinction.

g) Zone G: Imaginary rectangle located in the upper part of the right sleeve. It shall be the placement zone for the function distinctions that are so determined in the duty and specific uniforms that correspond.

Description: Three golden bars of 10 millimeters wide at an angle of 160º, composing a set of 56 by 30 millimeters.
