This need was addressed through the collaborative efforts of Captain James C. Tily, CEC, USN (Ret.), and Mr. H. Charles McBarron, both esteemed figures in their respective fields.
This initiative resulted in a collection of color lithographs, accompanied by informative text, building upon a previous publication. Captain Tily, a recognized authority on US Navy uniforms, authored the text in conjunction with the relevant office. His seminal work, “The Uniforms of the United States Navy,” published in 1964, solidified his expertise. What began as a passionate interest during his active service evolved into Captain Tily’s dedicated pursuit in retirement.
Mr. McBarron, a leading military illustrator, masterfully translated preliminary sketches into detailed paintings that brought the uniforms to life. These illustrations not only accurately depict the uniforms of different eras but also capture the atmosphere of those times.
Seven plates from the Company of Military Historians were incorporated into the initial publication, adding further depth and historical context to the collection.
To make these valuable prints accessible to a wider audience, arrangements were made for public sale. Naval ships and stations have the option to obtain copies through the Navy Supply System.

As Rear Admiral E. M. Eller, USN (Ret.), Director of Naval History (Op-09B9) and Curator for the Department of the Navy, eloquently stated, these prints serve to “interest and instruct but also inspire millions of Americans to serve our nation with the same dedication and courage as Godfearing men have so nobly in every generation.”
The profound significance of the Us Naval Uniform is further emphasized by quotes from prominent figures. Chief of Naval Operations George W. Anderson remarked on the enduring call to service, stating, “We in the Navy have a blue suit waiting for anyone who can wear it. This suit is cut from the fabric of freedom, and it is tailored to the lean and form-fitting style of dedicated purpose set for us by our founding fathers. I don’t expect it ever to go out of fashion, but it can if not enough men and women are willing to wear it with pride and respect.”
President Lyndon B. Johnson also highlighted the crucial role of those who wear the Navy uniform in safeguarding global peace and American values: “The dedicated men serving in Navy Blue … safeguard the peace and freedom of the world and the future of the American way of life.”
